Rates

These are PayPal’s published US rates for receiving a commercial payment. A card payment is 2.99% + $0.49. PayPal Checkout, Guest Checkout, and Venmo are 3.49% + $0.49. An international commercial payment adds 1.50% of the amount on top of the domestic rate. The fee comes out of what you receive; the buyer is not charged this receiving fee on top.

Quick reference

These seven amounts are calculated with the same formula as the tool, so the fee and the amount you keep are on the page before you type anything.

PayPal Checkout, domestic, with no international fee.

$25.00$1.36$23.64
$50.00$2.24$47.76
$100.00$3.98$96.02
$500.00$17.94$482.06
$1,000.00$35.39$964.61
$2,000.00$70.29$1,929.71
$5,000.00$174.99$4,825.01

Why a small payment keeps less

On $25.00, using PayPal Checkout / Guest Checkout, the fee is $1.36 and you keep $23.64. The effective rate is 5.44%. On $500.00 the fee is $17.94, you keep $482.06, and the effective rate is 3.59%. The percentage scales with the amount. The fixed fee does not, so it takes a larger share of a small payment.

The rows above use Checkout. A card payment is lower, at 2.99% + $0.49, but the fixed $0.49 still weighs more on a small amount than on a large one. Goods and services transfers are 2.99% with no fixed fee.

Questions

How much does PayPal charge on a $100 card payment?

A $100 standard credit or debit card payment costs $3.48, which is 2.99% + $0.49. You keep $96.52. The same $100 through PayPal Checkout costs $3.98, which is 3.49% + $0.49, and you keep $96.02.

Who pays the PayPal fee, the seller or the buyer?

You do, when you receive a commercial payment. PayPal deducts the fee from the amount the buyer sent. The buyer is not charged this receiving fee on top of the payment.

What is the PayPal goods and services fee on $100?

A goods and services transfer is 2.99% with no fixed fee. On $100 the fee is $2.99 and you keep $97.01. A standard card payment is 2.99% + $0.49, which is $3.48 and you keep $96.52. PayPal Checkout is 3.49% + $0.49. The product name decides the rate, not whether you sold something.

Is this a PayPal business or seller fee calculator?

Yes, for US accounts receiving commercial payments: Checkout, cards, Venmo, goods and services, and the 1.50% international add-on. It is not for PayPal send-money fees, Friends and Family, currency exchange rates, or withdrawals.

How much do I charge to keep $100?

For a domestic card payment, charge $103.59. The fee is $3.59 and you keep $100.00. For PayPal Checkout, charge $104.12. The fee is $4.12 and you keep $100.00. Choose “I want to keep” if you also need the 1.50% international fee in the figure.

How much extra is an international payment?

Add 1.50% of the amount. A $100 Checkout payment with that fee is $5.48: $3.49 + $0.49 + $1.50. You keep $94.52. A $100 card payment with the same add-on is $4.98, and you keep $95.02.

Does PayPal return the fee when I refund the buyer?

No. PayPal charges nothing extra to send the refund, and it does not return the fee you already paid to receive the payment. That applies to a full or partial refund of a commercial or invoicing payment.

Are these PayPal rates current?

They were checked against PayPal’s US business fee page on November 4, 2026. That page says it was last updated on October 1, 2026. A custom agreement on your account can replace the published rates.
